Strategic Sanitation Plan for Mocímboa da Praia and Ilha de Moçambique

The water supply and sanitation services in the municipalities of the Ilha de Moçambique and Mocímboa da Praia have low coverage levels and poor service quality, contributing to poor health and reduced quality of life of the population, in particular in the most disadvantaged and vulnerable population.

In this context, a Strategic Sanitation Plan was developed for each municipality, to ensure the seven principles of the Citywide Inclusive Sanitation:

- All benefit from safe and equitable sanitation services In urban and peri-urban areas, including the most disadvantaged;

- Gender and social equity issues are considered in the planning, management, and monitoring;

- Waste is safely managed throughout the sanitation service chain, from collection to recycling;

- The authorities operate with a clear and inclusive mandate, with performance, resources, and accountability targets;

- Authorities implement different ranges of financing, business, and technology solutions to achieve previously set goals;

- The planning process is comprehensive and developed in the long-term, promoting high standards and innovation, based on the analysis of needs and resources;

- Political will and responsibility systems encourage service improvements in planning, capacity, and leadership.

Therefore, in order to achieve an adequate planning process, it was essential to listen to and encourage the participation of local communities, not only to assess their needs and expectations but also to design solutions technically, economically, socially, and environmentally appropriate to their real needs and possibilities.

The development of the Strategic Sanitation Plans of Mocímboa da Praia and Ilha de Moçambique was structured in five phases, developed over nine months:

Phase 1 – "Inception Phase", during which the methodology presented in the technical proposal was validated, after consulting the main stakeholders. The preliminary assessment of the existing sanitation conditions was also carried out in situ. During this phase, the working groups were set up, which ensured the participation of the population in the planning process.

Phase 2 - Characterization and Diagnosis of the Current Situation, which consisted of the detailed characterization of existing sanitation conditions, including the ones related to the conditions of access of the most disadvantaged and vulnerable population. This allowed the identification of needs, vulnerabilities, and shortcomings, essential to achieving equitable, safe, and sustainable sanitation solutions.

Phase 3 - Environmental, Socio-Economic, and Demand Levels. Within this phase, the social and environmental characteristic of the municipalities was carried out, along with the estimated growth of water demand, wastewater production, fecal sludge, and solid waste.

Phase 4 - Analysis of Possibilities through a participatory process, considering on-site and off-site solutions, decentralized and centralized options, and their evaluation and technical, economic, social, and environmental comparison.

Phase 5 - Strategic Sanitation Plan, considering infrastructure, promotion and awareness activities, training, and the institutional organization. The proposed solutions were prioritized, defined their implementation phase, and estimated their CAPEX and OPEX. Under this phase, it was also defined a development model for a "Sanitation Market" and the supervision and monitoring indicators to be considered during the implementation of the Plan.

Finally, financing options were identified for the implementation of the Strategic Sanitation Plans of the Cities of Mocímboa da Praia and Ilha de Moçambique.
